JANG, I posted this on YouTube, but I don't think you have seen it. I have this set but I don't have that issue with the front wheels. On mine they are rotating freely and normally. If installed correctly, there should be no friction between the "heads" of the Technic axles, as they aren't actually touching. The wheels should be rotating independently and freely with no friction. I see no reason why they should be stuck like yours. Perhaps a defective part? Or something is assembled wrong, or there is something else stopping the wheels on yours?
